Quincy Magoo (or simply Mr. Magoo) is a cartoon character created at the UPA animation studio in 1949.     I am afraid that I disagree with your interpretation of the clue in 2d. The order of the words has NOT been inverted! Ordinance is the statute (not ordnance as you have indicated) and ordnance is the word for military supplies which has been split by one.

    Of course, you are absolutely right (and I have now corrected the entry in the review). How could I have made such an error? I guess in my hurry to complete the review, I started typing without engaging my brain!
