The definition is "historic document" for which the solution is MAGNA CARTA. The wordplay is MAG (Time, say; i.e., Time is an example of this item) + (taken by) A + CARTA {sounds like (we hear) CARTER (president once)}containing N (name). "Carter", pronounced with the soft British R, would sound like "Carta" (at least in some parts of the U.K.).
